Homeless Persons Representation Project, Inc. - Director, Pro Bono Programs - Baltimore, MD

Position Announcement

Director, Pro Bono Programs

Homeless Persons Representation Project, Inc.

Baltimore, MD

The Homeless Persons Representation Project (HPRP), a non-profit legal services and advocacy organization, seeks to hire a full-time attorney to direct its Pro Bono Programs. Encompassing all of HPRP’s programs is the deep understanding that people who are homeless or at risk of homelessness struggle to access legal services offered in a traditional manner. The hallmark of HPRP’s legal program is its ability to reach clients where they live, eat, and spend time. HPRP’s Pro Bono Programs leverage the resources of HPRP’s staff by recruiting, training, and mentoring volunteer attorneys, paralegals, and law students to complement the work of HPRP’s staff attorneys. Particularly in these economic times, HPRP’s Pro Bono Programs provide the person power to assist the increasing number of persons seeking legal assistance to prevent homelessness or find housing.

There are three types of pro bono programs at HPRP: 1) Community-Based Intake Program, in which HPRP volunteers conduct intake at shelters, soup kitchens and other community-based organizations and provide representation in legal areas that will directly eliminate or prevent homelessness; 2) Veterans’ Legal Assistance Project, in which volunteer attorneys receive cases by referral from HPRP and represent veterans in claims for service-connected disability benefits and discharge upgrades; and 3) Systemic Advocacy Projects, in which staff and volunteers pursue systemic solutions to homelessness.

The Director of Pro Bono Programs is a leadership position at HPRP. The Director’s work is closely linked to the work of the in-house Staff and the Director reports to the Executive Director. HPRP’s Pro Bono Program is substantial and it encompasses the work of over 400 law students, paralegals, and attorneys to date. HPRP’s law student program is unique; HPRP recruits and trains volunteer law students to conduct intake in 3 of HPRP’s off-site Intake Programs and holds quarterly reflection sessions for the students to discuss their experience. HPRP operates Community-Based Intake Programs at Our Daily Bread Employment Center, The Franciscan Center, NAACP Satellite Office, My Sister’s Place, the Baltimore VA Medical Center Annex and the Helping Up Mission, all in Baltimore City, at Shepherd’s Table in Silver Spring, Montgomery County, and at the Chesapeake Health Education Program on the grounds of the Perry Point VA Medical Center in Cecil County.

Responsibilities include:

CEOS is dynamic, result-driven, and strongly focused on making the most meaningful prosecutions in its subject areas. CEOS attorneys and HTIU digital investigative analysts help lead the Department of Justice´s efforts to continuously improve the enforcement of federal child exploitation laws and prevent the exploitation of children. CEOS attorneys and HTIU digital investigative analysts investigate and prosecute defendants who have violated federal child exploitation laws and also assist the 94 United States Attorney Offices in investigations, trials, and appeals related to these offenses. In addition, CEOS attorneys and HTIU digital investigative analysts perform other vital functions within the Criminal Division of the Department of Justice, including providing advice and training to federal prosecutors, law enforcement personnel and government officials, and participating in national and international meetings on training and policy development. CEOS also works to develop and refine proposals for prosecution policies, legislation, government practices, and agency regulations. In all aspects of their work, CEOS attorneys and HTIU digital investigative analysts seek to blend investigative and prosecutorial experience with policy expertise in order to create innovative solutions to the threats posed by those who violate federal child exploitation laws.

Job Description: CEOS is seeking an experienced attorney to serve as a Trial Attorney. CEOS attorneys prosecute cases involving child exploitation, including child pornography, child sexual abuse occurring on government controlled land and property, child prostitution, international child sex tourism, Internet enticement of children for sexual abuse or exploitation, international and domestic trafficking of children, child support enforcement, international parental abduction, and obscenity crimes. In particular, CEOS attorneys handle cases of trafficking in child pornography on the Internet which were developed through innovative investigative and forensic techniques employed by CEOS digital investigative analysts and federal law enforcement agents. Because these cases involve the application of cutting-edge computer technologies, both in the criminal conduct and its investigation, CEOS attorneys regularly face novel and challenging legal issues. Additionally, CEOS attorneys draft and comment on proposed federal legislation and develop and handle matters of national policy in the criminal law enforcement areas detailed above. CEOS attorneys prosecute cases and work with Assistant United States Attorneys and investigative agents in federal districts throughout the country. Many cases and operations handled by CEOS attorneys are national and international in scope. Increasingly, CEOS attorneys work jointly with foreign prosecutors and investigators as well. To maximize the effectiveness of large investigations/operations, especially where the criminal conduct is committed over the Internet, CEOS attorneys work closely with U.S. Attorney’s Offices and investigative agencies to develop a national strategy in which information and evidence is exchanged, investigative actions are coordinated, and finally, indictments, arrests, and prosecutions are planned and coordinated on a national level.

Criminal Justice Act (CJA) Panel Accepting Applications

District of Columbia Court of Appeals

NOTICE

Beginning June 1, 2015, the D.C. Court of Appeals will be accepting new and updated applications from qualified attorneys for inclusion on its Criminal Justice Act (CJA) Panel. Applications are available at http://www.dccourts.gov/internet/legal/cja.jsf.

The CJA Panel is comprised of attorneys the court determines are eligible to be appointed to represent indigent appellants in criminal appeals. Decisions to accept new applicants and to continue current members of the CJA panel on the 2015-2016 CJA panel are at the discretion of the court. Such decisions are based on the needs of the court, including the number of appeals filed, the complexity of the appeals, and the needs of the defendants. One of the outstanding needs of the court is for bilingual attorneys.

Prior to submitting a new or updated application, applicants must read Miscellaneous Order No. M-217-03, which establishes a Continuing Legal Education requirement for attorneys on the CJA panel; the 2006 Notice to CJA Counsel Concerning the Annual CLE Requirement; and the memorandum titled "Obligations of Counsel." These documents, along with other documents explaining various CJA issues, are available on the court’s website. Submission of an application constitutes an acknowledgment and acceptance of the obligations of counsel.

Attorneys interested in joining the panel must submit four copies of a completed application, including four copies of the writing sample. Attorneys currently on the DCCA CJA panel who wish to remain on the panel must return a completed 2015 Application Update, and may also attach their 2015 CLE documentation if the CLE requirement is satisfied (submitting both the DCCA form and the attendance verification forms).

Completed applications and updates should be submitted to Rosanna Mason, Staff Counsel, District of Columbia Court of Appeals, Historic Courthouse, 430 E Street, N.W., Washington, D.C. 20001. Both the application and the update for current panel members include a waiver and release form that will permit the Office of Bar Counsel to release any disciplinary records on the applicant to the D.C. Court of Appeals.

All applications and updates must be received no later than July 17, 2015. The court expects to notify successful applicants—both new applicants and current members who have reapplied—by the end of August 2015.

At the end of May, The Washington Center will welcome over 550 college students who will be participating in our Summer 2011 Academic Program which runs from May 31st - August 5th. We have many outstanding pre-law students from all over the country who are interested in working and learning from a law office within the D.C. Metro area.

If you are looking for a summer intern, please contact Stephanie Aromando at (202) 238- 7990 or stephanie.aromando@twc.edu.

Please keep in mind that by working with The Washington Center, you can rest assured that your organization is in compliance with Federal policy that governs unpaid internships. TWC's comprehensive integrated academic internship program falls under the exception to the FLSA described by DOL. In addition TWC is recognized by the District of Columbia Education Licensure Commission, the agency responsible for the authorization of institutions of higher education operating in Washington, as an organization that provides an educational experience in collaboration with colleges and universities located outside of D.C.

We realize that you may already be hosting or are in the process of selecting an intern from The Washington Center or other sources, but if you have an additional opening in your organization (or know someone else that may) for a spring intern, please let us know. Thanks!
