The 2010 VABA-DC scholarship recipients were Caroline Pham, a second year law student at George Washington University Law School, and Julie Tong, a third year student at the University of Maryland School of Law. The event's Keynote Speaker was Judge Jacqueline Nguyen, the first Vietnamese American Article III judge.

Caroline Diem Trang Pham was born in Modesto, California, where she grew up before attending college at UCLA. While an undergraduate, Caroline participated in the Army Reserve Officers’ Training Corps and incorporated a non-profit that rescues dogs and places them in shelter homes. After graduating with a B.A. in Political Science and a concentration in International Relations, Caroline worked at Sullivan & Cromwell for three years before moving to Washington, DC to begin her law studies at George Washington University Law School.
Wanting to help her peers with the same opportunity and access to higher education, Caroline has dedicated the past three years to volunteering and advocating for affordable higher education, including participating in a Congressional delegation to lobby for financial aid to neediest students. She has interned at the United States Court of Federal Claims and the Commodity Futures Trading Commission, and is currently interning at the Securities and Exchange Commission.
A second year law student, Caroline is active on campus and is a member of the Moot Court Board, recently placing second in the U.S Court of Appeals for Veterans Claims Moot Court Competition. She is also President of the Phi Delta Phi International Legal Fraternity, Vice President of Outreach of the Student Bar Association, and Vice President of the GW Law Federalist Society. Currently, Caroline is the Chair of the DC region for the UCLA Young Alumni Development Council. As an attorney, Caroline hopes to provide pro bono service to her community.
Julie V. Tong is a third year student at the University of Maryland School of Law where she is Executive Articles Editor of the Maryland Law Journal of Race, Religion, Gender, and Class. She also served as President of Maryland’s Asian Pacific American Law Students Association.
Prior to law school, Julie attended Georgetown University where she earned a B.S. in Business Administration. Her passion for the law developed during college when Julie served as a legal interpreter with the Asian Pacific American Legal Resource Center. Julie will graduate this May and begin working as a law clerk to the Honorable Judge Marcus Z. Shar of the Circuit Court for Baltimore City.
She hopes to practice in civil litigation in Maryland or Washington DC and continue helping other Vietnamese immigrant children to achieve success.
